According to leaked diplomatic papers, Beijing reportedly provided financial perks, such as a 1 million yuan payment to Micronesia, to prevent Taiwan from joining the World Health Assembly. Alex Huang, an adviser for Taiwan's National Security Council, described the files as very reliable and stated they match intelligence already on hand. In May, the WHA turned down the bid for Taiwan to take part.
