What is the limit on the number of state ministers?

Under the 91st Constitutional Amendment Act of 2003, the number of ministers in a Council of Ministers is restricted to 15% of the total members in the Lok Sabha or a state Legislative Assembly. In the case of smaller states that have 40 or fewer legislators, the Council is required to consist of at least 12 ministers. This cap accounts for the Chief Minister or Prime Minister as well.
