According to reports, an intelligence document sent to Nepal's Home Ministry has pointed to the possible involvement of Pakistan's ISI in the communal unrest that recently started in the Sunsari district, which sits on the border with Bihar. The report also allegedly noted that a cleric from Pakistan was present in Sunsari. It is reported that Nepal, particularly the areas adjacent to India, is increasingly becoming a hub for ISI operations.
