Nepal PM Balen meets Indian envoy despite earlier stance on diplomatic protocol

Reports indicate that the Indian envoy was scheduled for the first meeting, with the Chinese ambassador to follow. Previously, Shah had reportedly declined a meeting with Indian Foreign Secretary Vikram Misri back in May.
