Jharkhand panchayat fines man ₹1 lakh for raping 3-year-old, uses cash for liquor party

In Jharkhand's Gumla district, a village panchayat reportedly attempted to cover up the rape of a 3-year-old girl by fining the accused ₹1 lakh rather than reporting the crime to the authorities. The accused paid ₹20,000 upfront, which was allegedly spent on a feast featuring meat and alcohol for the attendees. The remaining ₹80,000 was scheduled to be paid within a week.
