Deepak Somani: Court cannot issue summons without witness list

Defendants frequently fail to notice if the prosecution submitted their witness list prior to the issuance of summons. As per Section 227(2) of the BNSS, 2023, the prosecution is required to provide this list before the court can summon the accused.
